That's the question neither Jill Pessot nor the trapper seem to want even brought up.
I understand trapping feral/stray cats is allowed in Sudbury, (Rusty was wearing a collar & neither feral nor stray). However the by-law states it must be done through the city's live trap rental program. You can't just use any trap you want.
One has to ask is this "neighbor" in compliance with the local by-laws or are they just out there trapping people's pets "willie-nillie"...?
There would be a record of the city rental prior to the trapping I would think. Easy enough to prove one way or the other.
Also, any cats trapped must be brought to the city shelter. The person trapping has already admitted to "relocating" several.

A couple of serious issues come up in my opinion.
1) The actual legality of the original so-called "contract" Pet Save requires customers to sign and whether it reaches too far.
2) Whether the method in which the person who trapped Ginger did it illegally in the first place. City by-law allows for roaming cats as long as they are chipped and fixed. City by-law states feral/stray cats can only be trapped while using a trap obtained from the city and CANNOT be used to trap owned cats. Ginger had a collar and was not feral or stray.
The trapper already admitted to "relocating" several other people's pets and by-law clearly states they have to be surrendered to the city shelter.
This cat was most likely trapped illegally in the first place, and then illegally handed over to the Pet Save despot Jill Pessot.
The trapper and Pet Save should be held accountable and the cat returned to its loving family.
I would donate to a Go Fund Me towards legal fees.
