Thunder Bay city council wants local workers to be involved in the construction of local water-treatment facilities. Ontario-based North American Construction, the lowest bidder for a $50-million infrastructure contract, could not guarantee that local labor would be used, but that they would do their best to comply. Council wants a legal opinion on whether they can re-tender the job, and if they can, they want to include a clause making a percentage of local labor mandatory.
