After initially being rejected for the third round, the city was advised that it can re-submit its application for the next round; just make no mention of hockey.

In a Dec. 13 release, city manager Tim Commisso said P3 Canada made a policy change to exclude arenas, but trade or convention centres are still eligible.

The city plans to re-submit its application by next spring. A business plan must show what the centre's projected revenues would be.

“We've also learned that P3 Canada has reduced the minimum capital project expenditure threshold to $20 million, which may help in the long run,” said Commisso.

The city is pressing ahead with a feasibility study to move the proposed arena and convention facility, dubbed the Multiplex, to 'shovel-ready' status. The event centre would be a replacement for the aging Fort William Gardens in Thunder Bay's south business core.

The sites under consideration are the airport, Innova Business Park and a near-waterfront property in the downtown of the former Port Arthur.
