Inco Ltd.'s Copper Cliff smelter complex ranks as the second-worst polluter in Canada, according to a report released by the Montreal-based Commission for Environmental Cooperation. Ontario Power Generation's coal-fired Nanticoke generation station on Lake Erie was ranked first, while OPG's Lambton generation station near Courtright was eighth. The commission, which was set up to monitor pollution under the North American Free Trade Agreement, ranked Ontario as the fourth-worst polluter in Canada and the U.S. in direct releases.
